KHARTOUM - The issuing of an arrest warrant for Sudanese President Omar al-Bashir by the International Criminal Court (ICC) on charges of genocide, war crimes and crimes against humanity in Darfur – accusations the government rejects – would be an unprecedented event in the history of international justice.
